Simple, you want to beat everything on grand prix. Beat everything on the 50, 100, and 150 CC cups. Try to get at least one star for each. When you do you will be able to unlock him

You have to get at least 1 star rank on every retro cup in the 100cc engine class. Hope this helps, and continue enjoying mario kart wii!
