Well the only way to get stars next your name is by having completed all 50cc, 100cc, 150cc & mirror mode with stars when you won the cups.
1 star next to your name :: Get at least one star for each cup.
2 stars next to your name :: Get at least two stars for each cup.
3 stars next to your name :: Get at least three stars for each cup.
I hoped that solved everything.

It means you have gotten star rank in every grad prix in every cc including mirror mode

You have to get at least a star in EVERY cup for having a star on your name when playing online, two stars for a two-star name and three stars for a three-star name. Hope this helps!
