No, just one, two or three star rankings are star rankings, not letter grades.

3 stars: perfect! It couldn't have been better!
2 stars: excellent! The other racers are nothing compared with you!
1 star : great job! You're a pro-racer now!
A : well done! Just put a little more effort on it
B : just okay. Try doing better next time
C : not enough. You need some practicing.
D : terribly done! Everyone can beat you easily
E : worst racer EVER! You just aren't made for racing. Seriously.
As you can see star and letter rankings aren't the same.

No, a 1-star rank has a star, whereas an A-Grade has the letter A. You must race significantly better than an A-Grade to get a 1-star grade.
