I am stuck on the section where you are trapped in a circle of flames and want to know how to defeat this bad guy.

The guy in the circle, every 2 or 3 attacks, drink more fluid to spit flames at you. If you get close enough and use the whip, he is taken off guard and you can punch him several times. You have to perform this a few times to kill him. Just stay away from his attacks by running in a direction, then when he re-loads run the other direction, until he drinks then whip him.
