Question for Animal Crossing: City Folk

How do I mark out acres across a river and bridge? I'm trying to mark out using designs in the 16x16 acre pattern to get the perfect town rating. I've done as much research as I can, but no sites seem to say how to do that. Do I count the amount of ground across the water or ignore it? Please help!!

To mark the acres on a bridge you can drop items on it so it counts as
4 spaces
