Question for Animal Crossing: City Folk

I know what to do with the empty lamp. Thing is I found it about a year and I don't know if you can find Wisp on a different day than you find the lamp. Can you? And is he only available in Summer?

Wisp comes to your town on any day. He is usually near the South-East part of your town late at night. (after 12AM) When you find Wisp, he will ask you to find his lamp. Seeing as you have it give it to him. He will tell you to go somewhere small and cramped. Go to your attic. He will them grant you a wish. The things you can choose from are:

All weeds to disappear.
A random piece of furniture.
A random hat.
All cockroaches to disappear.
