If you make Resetti mad to many times, will he actually reset all your progress or is he only lying like in the gamecube version

No, he never actually erases any of your progress, he just reminds you to save your game before you quit. It's not always Resseti to come and lecture you, though. Sometimes he sends his brother, Don Resseti to talk to you. So, be sure to save your game or one of the Resseti brothers will come and give you a lecture!
You betta stop resetting no matter how many times you reset the game ether resetti or don will try n stop you.
