Ok let's say the sims you wasn't to be good friends are called bill and Ben, you be bill then click on bens sim and lick on be nice, do this about ten times first they will be acquaintances then friends then good friends. You can check the process by clicking on the arrow pointing upwards on the bottom right of the screen
