Due to the tile count most house designs in The Sims 4: Tiny Living are only one-floor. There is a way by using fences that you can 'cheat' an exta level. When you create a room the game will automatically create a flat roof, this roof however does not count towards your tile count and by using the fence tool you will be able to create an open-air space that you can turn into a roof terrace or a rooftop garden. It is important though that you remember not to close the fence otherwise it will be added to your tile count. All you need to do is just leave an open space on one side.
