60 villagers, but actually it could be up to 65 or maybe 68, the way to do this is by sending several villagers on an expedition then the game system will consider 5 villagers missing (If using the largest ship) and stating that the number of villagers remaining is 55 and don't return the expedition villager to the village yet , wait until a replacement villager arrives, Then after that return the expedition villager to the village and boom you have 65 villagers
