Question for Pokemon: Let's Go, Pikachu! & Pokemon: Let's Go, Eevee!
I've taken over the silph co building, I have all the badges but still the virdian gym stays closed. My rival is No where to be found, Blue is No where to be found. I looked on cinnabar, seafoam, pallet Town. Help?!

If you have defeated Blaine (since you said you beat all except Viridian) Your rival would have talked to you once you come out, telling you that Viridian gym is still closed. Then, go to Viridian gym. Talk to the rival, then go to Pallet Town to see Prof. Oak. You will recieve mega stones and key stone. After, you go outside the lab, a cutscene intiates and your partner Pokémon hops off. A kid will tell you Viridian is open and now you can challenge the leader. Hope I helped
