I am stuck on level 3 and I can't do anything with the control panel please help thanks in advance.

I'm on level three now, and when I first started this level, I explored and clicked on anything and everything. I picked up different objects which gave me some quests. Check in buildings and around the map. I am slowly working through each quest, and some quests are held up by other quests' completion (I.e., getting into the office). Each level has more things to do, so keep at it!

I have been clicking on everything and anything and can't seem to do anything! I have endless quests that need to be done but everything I click on says "not yet". At a total loss!! What on earth could I be missing? Can't get into any buildings, can't build the bridge to get to the office, can't find anything else! I found a cheat and managed to open the locker that holds the elevator key and fuse. I have the putting green usable, have the radio waiting to be used, I fixed the screens in the sleeping quarters. I made the fishing pole and found the worms and am now fishing even though I can't cook it. I have cleaned out the greenhouse and have 25 seeds ready to be planted. My quests are check the desks, check that the oven is working, find the electronic key card, find a plunger, find a power cord, find a mop, grow a cabbage, turn on pump, and find the office building. I truly feel stuck!!
