You will not be able to expand your park until you reach level 10, once you do reach that point you can expand it by tapping on the areas just outside the property. Expanding your park is not free, it will cost you a lot of coins but having more space means you will be able to add more structures which ultimately means more coins so eventually this investment will pay for itself so don't be put off by the initial outlay.
