Go to challax and find the giant clank port and destroy the enemies and the dreadnought once more time and there you go

To get the entire set, you have to play the game twice (or was it three times, I don't remember), just when you replay the game after you beat Otto, there will be more armor pieces.

Electroshock boots: finish the race called "Vertigo" in the medical outpost omega. (after you defeat the enemies in the last part of the outpost omega).
Electroshock body armour: Defeat the satellite thingies when you step out of your ship in challax. (press the triangle button when you step on it to turn into giant clank and play the challenge).
Electroshock gloves: when you defeat the boss in front of the planet called "dream time" (when you transform into giant clank), giant clank will head towards the electroshock gloves and he will collect them when heading to "dream time".
Electroshock helmet: Technomite city, challax (you will get it after you beat the boss).
