There are a few ways to obtain an experience scroll:
1. complete Chapter 5: Dependable Backup, and complete the hidden Achievement: Without any scrolls equipped, and get an S-Rank, and you'll receive the XP-2% scroll for completing the hidden Achievement.
2. complete Missions in mission mode that offer a random skill scroll as a reward.(The skill scrolls received change with the mission)
3. when you have at least one XP-% scroll, use the following skill scroll combination:
XP-2% scroll any skill Scroll = XP-3%
Just make sure the XP skill scroll is the first one you select when combining scrolls at the Shop. Hope this helps.
