In order to get the urgent quest to go from hr6 to hr7 you basically need to do all of the slaying quest. Basically kill all the big main monsters such as the rathalos and rathians, rajang, diablos, gravios thos monsters.After you do most of them you will get the urgent quest to kill the Shen Gaoren which if you beat you will then have to fight the akantor and after that you will be hr7 I hope this helps
