You have to climb up the pipe on the wall. A triangle button will appear on the screen when you are standing facing the pipe. Press it and then climb up the pipe and step onto the bridge above. Hope that helps.
Well there is on the side of it a bar you go stand in front of it and you push triangle now you can climb up
