You cant. There are only 3 planes availible in the game, the little willy, the biplane, and the skimmer.

Go to the north part of the west island and go to the east, and there is a little dock, and there is a sea plane there. If it's not there, leave and come back.The dock shows up on your map.Little Willie is a helicopter, not a plane.
