You know the third city you unlocked? The place where you have a massive, luxurious house? Thats the very place you will find that car.
The house is located behind your house.
If you look on your map, you should be able to find a route that enables you to drive down to the houses behind you house.
Its going to be the house right before you cross the major bridge. Sometimes the car will be there, sometimes it won't. Try again and again until it regenerates.
