There is a way but you have to download a cheat device onto the PSP though. You can spawn any vehicle with it and build ramps ect. I'd recommend for you NOT to get it though.
There is a couple of well-known cheat devices going around that can allow you to spawn anything but they look dodgy, just like all other home-brews. Or you can buy a cheat-device if you are the non-risk type of person.
You can unlock it by going to staunton island and finding a gang and ask about it and tey will show you for 100 dollars
