Yes.

No, but you can create players, edit players, etc...

You can simulate matches

But you can't create teams or players you can edit players though.

Yes you can simulate games, but there is a big posibility to lose that match, try playing it yourself. You can create a player on PS2 and transfer him to your PSP.
