How do I power up the generator for the winch to pull the barge over the river?

Find a motor bike which is located in the navy colour shipping transport containers which is close by. Once you open the container up you will see the bike inside. Ride the bike up those metal stairs of the building what has the metal drums what are laying down. Ride the bike onto the drums & on ps4 press R2 till the battery is 100/%. Then you can jump down & press the button for the generator to work
