If your player needs to have their sins forgiven so hostile NPCs that they provoked become friendly again you can find Cromwell The Pardoner in Brightstone Cove Tseldora in a room above the chapel where the Prowling Magus and Congregation boss is fought. To reach him you need to climb the ladder that is found when you exit the chapel and take a left.
