Erm... I think you have been lied to. There is no such stone. If you want proof, please look at this site. It has every itme and where to find it:

Lol... What? A legendary stone, where did you come up with that, there is no such thing as a Legendary stone in any of the Pokemon Games. Empoleon cannot evolve anymore as it is the last form of Piplup.
Im sorry to disappoint you put there is no such item I'm afraid someone wasn't telling you the truth...sorry...
A legendary stone? Used to evolve Empoleon? I don't think so. It definitely doesn't exist, mainly because Empoleon is the final evolution of Piplup and cannot be evolved anymore.
