I have 91% left to complete the game and I can't or don't know where I went wrong

You have to max out your friendship with Whis and achieve level 90 I think. To max out friendship I suggest just doing Parallel Quest 4 or 79 and taking two Whis’ with you so you can max out friendship and you can farm for dragon balls all at the same time. Once you’ve done that then he should be shown as an instructor on the map(the pink symbol with the house) and he should say something and then give it to you. Hope I could help!
You have to reach level 75 I think and maxs out beerus and whis and then fight in parrello quest number 79
