HOW DO YOU GET FULL VEIL POWER? I HV ALL THE TOMES OF POWER BUT VEIL POWER IS STILL ONLY HALFWAY

The energy bar only goes about halfway around the medallion. When you get the last Tome any veil upgrades you have not bought you get for free. You get them as soon as you get the last Tome. If you can get by with the basic veil powers, you can use the gold to buy weapon upgrades and get all veil powers when you get the last Tome.
