Hey there. Well when ever you save it will save, but when you load the game it will start off as a 1 player. So first you choose the character that you was than press x on the second controller to join the 2nd players. Than have him choose his character. There you go.

It's been 14 years but if you want to play 2 player local. When you create a save file, save the game, load back in. You should be presented with a screen that gives a character name. If you use the D-pad you should be able to scroll to a different character. The default to my game was always the 2nd players character. If you want to load the second person in, you should be able to press X and they should load in.
