I remembered this from Somecallmejohnny on YouTube. You can only control Jill or/and Josh two times in the
Game. One is on the Mercenaries mode, when you can play them permanently, or, I think one section of the entire game you can play as Jill or Josh with the system or computer controlling whoever you didn't pick.

Hey Man,
You can only Play as Jill/Josh in Mercenaries(Jill) and Mercenaries Reunion(Josh). You can also use Jill (along with Chris) in lost in nightmares. You can use both these characters in Desperate Escape...But to my knowledge you cannot utilize these characters for the main game unless you hack it somehow. Hopefully this information was useful!
