You go to Blackwater, to the "?" on the map, then you talk to a guy about where to find Edgar Ross, then you find out that he is by the lake in New Austin, you go there, find his wife, then his brothe (these you don't kill) before you find Ross, challenge him to a duel, and you'll see the result when you get there.
