Beavers are found along the river in West Elizabeth.
Try riding along the cliffs of the Northern River, until you find a dip that will take you down to a small, shallow piece of land right next to river, and there ought to be a few beavers scuttling around there.

Beavers are found in the area of Tall Trees in West Elizabeth. In order to get to West Elizabeth, you must first complete the Mexico story missions, your use a hint that has been submitted to the site. I personally am not aware of any Beaver appearing on the New Austin side of the river, but they could very well be there, so check it out if you haven't already gotten to West Elizabeth.

If you have not completed the Mexico missions and still want to hunt beavers you can sneak into Blackwater by going to the Northern River and finding the waterfall.beside the waterfall is a small cliff that will tell you you are in Tall Trees.after finding the cliff go toward the road so you can see people riding by.shoot someone riding along the road make sure there is a witness .Then when you are wanted go to the cliff stay enough ahead so you can make it before getting killed or your wanted level goes down when you get on the cliff give up by getting off your horse and standing still.YOU Will Get Shoot But Not Killed.You will then be arrested and taken to Blackwater jail then simply head back to the river and follow along into the cliffs and look for beavers
