You first must reach Level 30 in A-Spec or 35 in B-Spec modes.
Then a special event is unlocked in which you'll drive the X2010 around three tracks trying to beat the lap times.
To get the car, all you have to do is get a time better than bronze.
Alternately, you can buy the car for 20,000,000 credits at level 40 in either A-spec of B-spec.
