You will need these cheats:

Reset Wanted Level:
267-555-0100

Wanted Level Up One:
267-555-0150

Call those numbers, then you will have the option "cheats" when you open your phone and go to the menu. Use wanted level up and get 3/4 stars, then go into the water. Police boats will come for you, get aboard one and kill all the cops, then drive the boat away and then use the reset wanted level cheat. Then you'll have the boat, but you won't be able to save it.

I heard there was a cheat I tried it but it didnt work o get your waned level up fight the lcpd shoot the cops and steel a bout then get your waned level cheat

Wanted level up one:267-555-0150

All waned level down:267-555-0100

Where do they keep the police BOATS in gta 4? I really want to know because I don't want to risk getting shot for a boat!

go to the air port runway and the cops will be after you for nothing and go to the lake and a police boat should be there highjack it and throw the police man out then use the wanted down cheat so there not after you and you have the police boat
