Im just curios If theres a time of day or night each random person comes out at because Ive been looking for clerance and Jeff three In the places the suppose to be but not found them?

The citizens just come out randomly during the day. But you will find different people at each island. I hope this helps!!

It depends on the time of day and the weather. There is usually alot of people at 3PM.
