I know we're able to play against people from all over the world when playing online, But On GTA4 How, if possible can I play with someone thats sitting right next to me. Kind of like San-Andreas. Is there away to play that way?

You can go to party mode. It's just like you roaming around but real people are in it, except the civilians that walk around.

I'm sorry you can't there is no kind of split screen it's one player per console to play with your friend he/she make also own a PS3 I suggest they buy a cheap 20Gig then upgrade it later on if there sort on money.
