Question for Fallout 3

I just bought 'My First Laboratory' from Moira in Megaton and it looks like a Holotape, but I can't figure out how to use it. Tried dropping it, placing it in a desk, looking for it in Notes, and you can't use it in the PipBoy...what am I missing?

If you go into your house, you'll find the Set upstairs, in the corner near the door. I don't really know why they give you a holotape of it....
