To get the skill "smithing" on dynasty warriors 7, you need to get enough skill points (by defeating enemy officers) to unlock the ability on skills under the pause menu. "Smithing" is only available to the following characters: Zhuge Liang, Yue Ying, Lu Meng and I think Zhuge Dan. I don't know why exactly, but that's as much as I can remember.
