Every year in January you get the chance to breed a new horse. You only have until January week 4 to take advantage of this because February week 1 you can no longer breed a horse for that year. Once your at your game, go to Training Center (second box)click on it. Press stables and then chose your actual stable.(it should have a blue face next to the name). Once you click on it you will be transferred to the stable and there you will see a box that says "create new horse". Click it. There you will be able to select what type of race you would like and the mother and father. The horse you breed is ready to start training right away. It automatically is a reared horse. But next year if you want to use it to breed, simply go to it's profile press the square button and add to your reared horses. Horses you breed will have a R simbol to the left of there name.
