Lock on.

I somehow keep switching from the lock on thing, the one where you are able to press L3 to lock onto them and it tells you how far they are away, the amount of damage you are doing etc to some crappy horizontal lines that won't lock on and make it much harder to fight anything.

It doesn't say anything in the manual about how to change it to or back from it and I assume it is some button comboination, because it only really happens when I am in combat and end up pressing a few buttons together.

This is quite simple to explain actually. You probably have rockets in your arsenal. Rockets do not lock on, but only give you the horizontal lines to aim with. So just change your weapon to a gun or to missiles and you will be able to lock on again.

Go into the controls and change lock on button from l3 to something like up on the dpad so ull never change to those stupid lines again otherwise when your in combat you sometimes change that lock on into those lines by holding down the l3 botton you can switch back to the regular lock on by holding down l3 again
