The pipboy 3 billion can only be obtained when you complete most or all of the quest how little we know. Go to Freeside to Mick and Ralph's. Talk to Mick about the Omertas wanting to buy guns from him again. Mick will be so happy about the Omertas wanting to buy guns, that he will give you the pipboy 3 billion.
