This feature becomes available when you have cleared the game once (at least four chapters long).
The following characters become available options when you complete the indicated task. A 'Final Chapter' is considered 'cleared' only if the credits roll afterwards.
Unlock Agu Masato:
Complete level 10 in Double Justice mode.
Unlock Black Asuka:
Complete Epilogue 'The road to honor' in Story mode.
Unlock Bukotsu Yoshimi:
Complete Final Chapter 'The real end' in Story mode.
Unlock Guren Hitoshi:
Complete Final Chapter 'Towards a new goal' in Story mode.
Unlock Itomaki Eiji:
Complete level 4 in Double Justice mode.
Unlock Kurashi Hiro:
Complete Final Chapter 'Meaning of the clan code' in Story mode.
Unlock Onishi Hajime:
Complete level 1 in Double Justice mode.
Unlock Ootori Akisa:
Complete level 8 in Double Justice mode.
Unlock Same Toei:
Complete level 6 in Double Justice mode.
Unlock Shiryuu Rika:
Complete Final Chapter 'Alliance In Disarray' in Story mode.
