The baby Leaf plate is available from the outset. You can set very few chips on this plate, providing Naruto with a minimum of upgrades. As you progress in the game and complete important missions, new skill plates with more space for more skill chips are rewarded. Completely fill the current skill plate with skill chips to achieve one of four possible bonuses: TAI-ATT +30%, NIN-ATT +30%, STUN RESIST +50%, or HEALTH/STAMINA +30.
