How can you get the card that makes a surrounding two square terrain, turn into meadow field?

You need the magic card called sogen and it will turn every terrain except for labyrinth into meadow. I don't know a monster card that can turn a surrounding two spaces to meadow.

There is to ways to get it:
1.Begin the game with the deck of Tactical Warrior.
2.Reincarnate a card with 30 dc because Sogen the card you want is 30dc.
