Basically you need to get 100% complete. In other words all story missions, all flashback missions, all bonus missions and complete the 'armies of the night' minigame.

I did that. And still in rumble mode im missing soldier . Their is nothing left i can do. No missions in coney island, story mode, arcade mode, workouts and flash backs. What do i do to unlock all soldiers in rumble mode?
