Question for Teenage Mutant Ninja Turtles 2: Battle Nexus

Level 4-1, Fugitoid??? What is this, how and where do I find it to carry it through the level. It is timed, I'm not sure what it is or how to get it so I can't complete the level. HELP

Fugitoid is that robot , and you pick him up by pressing R1 and Square.
