Look around the city till you find a large superman statue and bingo.

I've explained this in two different questions already. Here is what I said:

"The Bizarro missions can be found in different places around the city. Look for the Superman statues, not the huge one in Research Park, but the smaller ones around the city.

Or, you could simply enter this cheat whilst having the game map open:

Up, Right, Down, Right, Up, Left, Down, Right, Up

That will make it possible for you turn into Bizzaro at any time by flying to the question mark that appears on screen. It is at the top of the two tallest buildings in the game.

To become Superman again, simply fly to the giant golden statue of Superman in Research Park."
