I have completed 97% of the game... I own everything and have all missions completed.... I cannot find the last 5 gangs in little havana, and downtown.... How can I make these gangs appear?

The gangs appear in certain areas at different times of day...If you can't find a gang, try going back a little later and it should appear. Note: The higher your gang heat, the easier it is to find the gangs. They typically will spot you and begin firing before you notice them.
I have been playing this game for awhile, and I don't think they mean for you to be able to get 100%. I can't find the last three!!
