Go to ground level get in the bulletproof room peek around the corner and shoot him with your paratrooper rifle,alot.

Have the venom gun equipped and after the cut scene run down the stairs to the left. Hop over the railing and turn to the right where the guy will come out. When he's a couple steps out start firing. He'll turn to fire but he'll go around the pillar and lose sight of you. Move a little to the left and keep shooting the metal cylinder against the pillar. When it explodes it damages him a lot and when he comes into sight a couple more seconds with the venom gun puts him down.
