You have to have the original hood and thats the only hood you can use.

Yes, if you have none of the grid hoods.

I don't know if you are talking about NFSU 1 or 2, but to clarify, in NFSU 1 you can add hood decals only with a stock hood, but in NFSU 2 you can't, only if you install mods.
