I thought that if I found all the rockstar icons it would umlock the race starters. I have finished %100 of hte career mode and still can't unlock them. How do I do this?!

You might have missed some events in different towns. Each tournament, and championship needs to be completed one at a time, and some of them are car restricted. Also, what tends to happen is you need to race specific drivers on the Cruise mode in order to unlock new tournaments or championships. They act as representatives for said events, and if you beat them, that activates the challenge you need to complete. Finding the logos only gets you special decals. The people who you need to race show up as blue triangles on the mini map.
