they are located everywhere. you will only be finding them one suit at a time: clubs, diamonds, hearts, spades. as you play you will recieve intel on different members through both email and missions. if you get intel through a mission then make sure you take care of the actual mission first. for example you will get a mission from the Russian Mafia to get something and the Jack of Clubs. You come across the Jack first but if you blow your cover to go after him, the North Koreans destroy the weapon you are after. try your best to take the 52 cards alive because A) you'll get more cash and B) you'll get more intel on the other cards. once you have enough intel, go to the Allied DMV and get the Ace Contract or you can gather the rest of the cards of that suit first because there os no going back
